Preheat oven. Oil a 12-cup muffin pan. In a large bowl whisk together the sugar, eggs and salt. Whisk in oil, milk, and vanilla. Add flour, cocoa, baking powder, and baking soda, and whisk until combined. Stir in 1 cup of the chocolate chips. Scoop batter into the muffin cups and sprinkle with the remaining chips. Bake until muffins are firm, about 18 minutes. |
